DYNAMIC SIMULATION OF CHANGCHUN‘’S ECONOMY-SOCIETY-LAND-USE SYSTEM BASED ON SD MODEL

This paper used system dynamics model to draw causal loop diagram and establish flow stock model, with economy, population, housing, environment, public administration as urban land use factors, and tests their simulated results from 2004 to 2018, and simulates the urban system from 2018 to 2033. Results show a discordant population-land relation will continue to exist in Changchun. Constructed area per capita increases by 47.9% from 2019 to 2033 in Changchun,and total population will be up to 4.483 92 million in Changchun downtown in 2033. Population migration is sensitive to educational resources, rather than gross value of industrial output and medical resource inputs. In Changchun city's land use structure, housing land proportion will be enlarged to 32.88%; industrial land proportion will be diminished to 18.33%; urban transportation land proportion will be first increased and then decreased, and park green land proportion will be stably at 4.33% in 2033. Under scenarios of increasing educational expenses and increasing industrial growth rate, construction area per capita decreases by 5.47% and 3.97%, which mitigates the population-land conflict. Under scenarios of increasing industrial population proportion and increasing housing growth rate, construction area per capita increases by 3.96% and 0.84%, which will not change the situation of population urbanization speed less than land urbanization speed. This paper presents suggestions on improving public administrative services, decreasing housing costs, and stabilizing urban population and attracting talents to realize a balance among urban economy, society and land use.

Ecological compensation is a vital mechanism in balancing regional economy and eco\|environmental protection. How to determine compensation standard and how to distribute compensation fund is a hard point. This paper uses eco\|system servicing value, GIS and remote sensing to analyze the changes in land use types and eco-system servicing values of Yangzhou in 2010, 2015 and 2018, which is applied to determine the upper limit of ecological compensation of water receiving area. ECPS is adopted to distribute the compensation fund. Yangzhou's land use structure has changed a lot during 2010 to 2018, with eco-system servicing value dropping to RMB 46 799 million from 55 359 million, 90.38% from water use eco\|system. Water receiving areas shall pay 2 091 million compensation, but the upper payment limit is 1 359 million, indicating an adjusted value by secondary water servicing at 80.02%, core compensation. Compensation funds are to be distributed to Gaoyou (1 013 million), Baoying (508 million), Hanjiang (281 million), Jiangdu (179 million), Yizheng (93 million) and Guangling (17 million) in an decreasing order. This paper presents suggestions on improving water source ecological compensation mechanism from determining compensation targets, setting up supervision and forming multiple compensation.

Trans-stream ecological compensation is a vital means to improve ecological capital values, protect stream ecology and promote regional sustainable development. Governments will bear issues of reputation during making decision and conduction of ecological compensation projects which are of social environmental benefits and public interests. This paper sets the gaming scenarios of water source and water reception, and incorporates loss cost, ecological gain, transfer payment, and reputation as well to establish an ecological compensation evolution gaming model in discussing their gaming evolution process and factors between water source and water reception by means of stream managing administration and governmental reputation function. Matlab is used to analyze the influence of parameter changes on stakeholder's selection. Ten factors impacting the cooperation evolution include rewards and punishment, water source protection cost, water reception transferred compensation payment, pollution treatment benefits, reputation-converted benefits. This paper presents suggestions on intensifying stream administrative functions, raising public and enterprise's awareness of environmental protection, establishing reputation evaluation mechanism and setting up multiple ecological compensation paths.

Saving energy and reducing emission is a global topic. China has reduced carbon emission through boosting research inputs, improving energy structure and reaching industrial upgrade. Although China's high pollution industries have spent lots on research, direction and intensity of improving the overall industrial environmental effect from limiting carbon dioxide emission still lacks of concrete indicators. This paper, aiming at effect of research inputs on carbon emission, decomposes LMDI model which has been incorporated with research size effect as a factor of carbon emission, and discusses the decomposition from economic size, research size, energy structure and intensity. STIRPAT model, in order to compensate the LMDI model in flexibility, is used to further study the topic by using overall energy intensity index and research input efficiency, combined with provincial panel data. Increment of research input has little constraints on carbon emission, but improvement of research efficiency and industrial structural upgrade do. Energy structure and energy intensity are outstandingly negatively related to carbon emission. Implementation of conversion of old-new kinetic energy key projects effectively constrains carbon emission. This paper presents suggestions according to the modeling results on targeting research input, increasing research input efficiency, issuing saving power and reducing emission policies, encouraging innovation, promoting the conversion of old-new kinetic energy and optimizing industrial structure.

Environmental taxation is vital means for environmental issues. All nations, developed or developing, actively enforce environmental taxation. This paper uses bibliometric method to visualize the research advances, popular points, and network evolution regarding environmental taxation via Citespace 5.5.R2 from 2799 environmental taxation papers during 2000 to 2019 among Web of Science, CNKI database. American scholars have made outstanding achievements, Dutch and Swiss scholars are readily for international exchanges, but Chinese scholars are largely isolated, lack of global exchanges even internal cooperation, resulting in low quality papers in China. Foreign highly cited papers are largely focused on cases and carbon taxation, while internal on references of foreign taxation on China, theoretically, with absence of empirical studies. Scholars globally study largely on environmental taxation effect, design and optimization with different focuses. In recent two decades, Chinese scholars have a clear research network at four stages. Foreign researchers have formed an entire research system with alternative key words. This paper summarizes the deficiency of Chinese scholars and presents outlook for future studies, aiming at providing references for boosting environmental taxation research for Chinese.

This paper discusses the features and objectives of rehabilitated ecological compensation, uses bounded rationality evolution gambling model to analyze the evolutional stability strategy and dynamic tendency of water sources and water use areas, and applies Jacobian matrix to study anti-disturbance stability at each equilibrium points, aiming at offering references for China to develop ecological compensation mechanism of water sources. Upper-level governmental involvement in ecological rehabilitation and bilateral compensation constraint may make “rehabilitation in water sources and compensation in water use areas” the only balanced strategy if punishment and compensation meet some requirements, a premier balanced strategy expected publicly. This paper presents suggestions on increasing public consciousness in environmental protection, improving the laws and regulations, setting up cooperative platforms, and clarifying interests and responsibilities, which will help sound development of ecological compensation.
